EPS provides different assist force according to vehicle speed while engine ON. A vehicle speed signal must be inputted normally to EPS CM for normal EPS control.
EPS CM sets this code if EPS CM doesn't receives a vehicle speed signal from EMS normally.
At that time it controls EPS system by using predefined vehicle speed value.
